22. New Code Of Behaviour (Appendix A)

This was presented to the association at the 3-Sept Delegates Meeting and was adopted on an ad hoc basis.

It's had a season's implementation. No major objections or problems have become apparent.

What exactly are the changes?

In Summary

1. A new umpires report for Level 1 breaches of the Code of Behaviour is created.
  • The aim of the reporting changes is to reduce the conducts commission's time dealing with "level 1" matters that invariably end in a reprimand. Apart from the hearing there is always a lot of background preparation behind any such effort so they're kind of wasteful of resources (people and time).
  • For the players the change is level 1 offences (which previously might have taken till Thursday to be decided as a reprimand and maybe involve an annoying trip to Albion on a week-night) will from now on be settled (with normally no further follow up required) by 6.10pm Saturday (or 5.10pm Sunday).
  • Except that reports will be submitted so that if the player accumulates 2 reports (see 4 (b) (i) Note) or if the commissioner decides to upgrade the charges (for some reason) (see 4(h)) then a hearing might result.
  • All Breach of Behaviour reports including these new level 1 reports are received and filed at QC. A register of players, charges, hearings and verdicts in place and maintained by Community Cricket Officers at QC. Of course the Breach register is not a new thing.
  • For umpires, level 1 offence -> quick and dealt with at the match. Doing a level 1 report means it's a reprimand. If it is more serious then it's level 2 or 3, so report then hearing in due course.
  • The report forms have been on the website since September.

2. This Code makes ball tampering a level 3 offence.

Specifically:

Sections 1[b][i], 1[b][ii], 1[b][iii], 1[b][iv], 1[b][vi] apply whether participating or spectating at any match or event under the auspices of Cricket Australia or Queensland Cricket, including matches sanctioned by Queensland Cricket Affiliates. This Code applies in addition to and not in substitution for the ICC Code of Conduct and the Cricket Australia Code of Behaviour, Racial and Religious Vilification Code and the Anti Harassment Policy, [the Codes]. Specifically:


[iii] Players and officials must not react with unnecessary obvious dissension, displeasure or disapproval either towards an umpire, his decision, or generally, following an umpiring decision.

[viii] Without limiting any other rule, players and officials must not make public or media comment which is detrimental to the interests of the game.

[f] The Commissioner may impose any penalty thought fit in accordance with Regulation 39 or may refer the matter to a Conducts Committee hearing.

The Chief Executive will distribute copies of the Findings Sheet to the accused player/official/umpire, the Clubs involved and the Umpires Association or any other relevant party.

[k] The Conducts Committee may impose any penalty it thinks fit in accordance with Regulation 39.

  [b] Where an Umpire is considering or wishes to report an alleged breach of the Code of Behaviour, the umpire[s] must inform captains of the lodgment or pending lodgment of a report of his/her player as soon as practical at the close of the day’s play. The umpire[s] must complete the prescribed Umpire’s Report Form and forward a copy of the Report, together with any further written submission to the Chief Executive Officer of Queensland Cricket by 4.30 pm Monday after the completion of the match.
[b] For umpires there are two processes for reporting an alleged breach of the Code of Behaviour:

[i] Level 1 Offences: Where the umpires doesn’t consider that the alleged breach exceeds Level 1, they will speak to the player regarding his/her behaviour, the incident will be noted on the umpire’s Report Form and the player will receive a caution. The umpire[s] must also inform captains of the caution of his/her player as soon as practical, either on the field or at the close of a day’s play. The umpire[s] must complete the prescribed umpire’s Report Form and forward a copy of the Report, together with any further written submission to the Premier Cricket Officer of Queensland Cricket by 4.30 pm Monday after the completion of the match.

NOTE: If a player receives two such cautions in a season, they will be reported by the Premier Cricket Officer and have the matter heard by a Conducts Commissioner. All Level 1 cautions will also be subject to Clause [h] below.

[ii]  Serious breaches (Levels 2 & 3): Where an umpire is considering or wishes to report an alleged breach of the Code of Behaviour (Level 2 or 3), the umpire[s] must inform captains of the lodgment or pending lodgment of a report of his/her player as soon as practical, either on the field or at the close of the day’s play. The umpire[s] must complete the prescribed umpire’s Report Form and forward a copy of the Report, together with any further written submission to the Premier Cricket Officer of Queensland Cricket by 4.30 pm Monday after the completion of the match.

Prohibited behaviour includes picking the seam or deliberately throwing the ball into ground for the purpose of roughening it up and the application of moisture to the ball, save for perspiration and saliva.

The cover amounts in the Policy table have been changed.

20. Change Tea Break to 3pm for Two Day Matches

For a long time the Tea Break was taken by regulation at 3pm in 2 day matches.

This was a little inflexible in that it meant 3pm for 1pm start or 12.30pm start.

Four seasons ago this was reformed to make tea break 3.25pm for 1pm starts and 2.55pm for 12.30pm starts.

This made the tea break approximately half way through the afternoon, the same as for a one day match, and allowed the last session a little shorter.

The reason to restore the 3pm tea break is to limit playing sessions in the hotter part of the day to 60 minutes maximum.

An unsuccessful motion to change Tea breaks back to 3pm was put to the 2017 AGM.

19. Mankad Rules Modification

Remove Mankad rules from the Subbies competition.


Why?

It is a fact that we are permitted to accept or reject any Law of Cricket that we like within our own association's competitions.

It's true that "Mankad" is controversial. And confusing... since it has several subtle changes in recent years.

But it's fair play to catch out batsmen sneaking a head start on their next run. And that is the way the current Law 41.16 is framed.


Could write more here but I feel it's not likely to be adopted.

17. Specific Penalties For Breaking The Rules

This has the advantages of managing expectations and helps make prompt, consistent decisions. Also it acts as an awareness promotion for those who are otherwise uninformed.

Might be hard. .. but aim is worth it. We must be clear in what we are doing.

Maybe have to offer options for each offence. Fines preferred rather than a points penalty...

Common ones are:
* Playing unregistered player,
* playing players for other clubs without clearance,
* playing a second grader in a semi,
* playing a player not named or incorrectly named on team list,
* not applying for permission to play in a lower grade (this happens frequently but we just miss it) and there are more.

Rather than a Playing Regulation this might be more appropriately handled by a "price" list for such penalties. The list would be presented for adoption at the AGM and added to the Fees and Fines list.

So the "price list" will simply be.... (in short) "here's a list of frequent player registration and clearance problems." (see list above). The fines for these will be determined at the AGM.

16. Make Some Tweaks to the Team List Regulations

These changes are aimed at achieving these goals.
  • Use of full legal names (forename and surname), and/or same name as in MyCricket.
  • Add sufficient regulation that makes it clear that players named on team list must be registered as in Reg 3, and cleared as in Reg 5 before the game. (Some people don't seem to understand this right now... Most do this scrupulously but there is a certain element of teams and captains who are either careless or cavalier or both who need encouragement to do this better.) 
  • Adjust age column on the form to say 'Age Groups ' as in new underage bowling code. I'm not convinced this is necessary. Changing the Team List books means dumping the stockpile of  existing Team List books. This is both expensive and wasteful. So no change needed.
To increase the awareness and understanding of the need for Registration and Clearance I recommend adding a clause similar to the previous Regulation 3.7 to Regulation 5 and some rewording of other parts of Regulation 5.
  • The new title for Regulation 5 and the repeated use of the word "clearance" makes it clear that it's about clearance. 
  • Regulation 5.3 was a confusing regulation that appears to ban players from other associations joining Subbies clubs without clearance. This is actually covered by Regulation 5.1 so it can be deleted.
  • 5.4 spells out what the clearance actually means. 
  • 5.5 warns clubs, teams, captains and players of the penalties. The available penalties are spelled out in Regulation 24.
This much improves Regulation 5.

7. THE TEAM LIST

Preamble: The Team List is a very important part of a competitive cricket match. Both Team Captains are responsible for ensuring that the Team List is completed with all replacement players correctly and fully named before the match begins. The Team List must not be altered after the toss. Teams risk loss of points or disqualification for failing to comply with this regulation.  No change                          
7.1 The Team list means a written list of all players eligible to bat and bowl in the match showing all replaced players and the players who replaced them on day 2. No change                                          


7.2 Players will be listed on the Team List with their full legal name as shown in registration records.


7.2.1 This means no use of initials or familiar names.


7.2.2 Players named on the Team List must be registered as in Regulation 3 and have clearance as in Regulation 5 before the start of play.

15. More Clear Qualification Rules For Players In Semi Finals/Grand Finals


Last season there was a great number of last minute requests for exceptions to the 4 game eligibiility condition condition.

These regulation changes will make CricketOps decisions more transparent and assist clubs struggling to fill teams when more than one team makes the finals.

Currently this rule says a player must have appeared in 4 games in the season in the grade to be eligible as a player for the finals (Reg 15.13) or seek clearance from ManCom (Reg 15.14) and that all downgrades of players in finals require Management Committee (CricketOps) approval (Reg 4.5.2)
Innovations include
  • Request for exception of a player who has appeared in two or less games will be denied in all cases.
  • Also if clubs have consecutive teams in finals they can play up to 2 players who are qualified in the higher grade down automatically. No need for request.
  • This is different to Reg 4.5. In regular competition rounds clubs with teams in the same grade can swap players around within grades without permission. (e.g. B1 to B3 is ok, B2 to C1 is not)
    When consecutive teams are in finals, this allows clubs to move up to 2 players between grades without permission..
    • For example, in a club with teams in B1 and C1… if both teams make the finals then 2 eligible players from B1 squad may go to the C1 SEMI FINAL).
    • If C1 win and B1 is eliminated those 2 players become ineligible for the C1 GRAND FINAL.
    • This means there is a larger pool of qualified players for clubs with multiple teams in finals.
    • Note this is largely based on Premier cricket Playing Reg 22.1 [L] & [M] (see below)
    Also all the final player qualification rules are now on one page (Reg 15.13)


    OLD REGULATION PROPOSED NEW WORDING
    4.5 No permission is required for a player downgrade within grades. (i.e. from A1 to A2, B2 to B3, or C3 to C4) 4.5 No permission is required for a player downgrade within grades. (i.e. from A1 to A2, B2 to B3, or C3 to C4) in regular competition rounds.

    15.13.2 Request for exception of a player who has appeared in two or less matches in the current season in that particular grade or a lower grade will be denied in all cases.

    15.13.3 Players listed for abandoned or forfeited matches count toward qualification for SEMI FINAL and GRAND FINAL MATCHES. See Regulation 14.4 to 14.7.

    L] Despite [B], [C], [F], [G] and [J] above any Club with any consecutive teams in Finals Matches may select any player eligible for the higher Grade in the next lower Grade [provided that the number of players so demoted does not exceed two [2] except with the approval of the Premier Cricket Committee]. Where a Club has two [2] or more teams in the one Grade, matches played for a team in that grade that a player does not propose to play for shall not be counted for the purposes of this regulation.
    15.13.4 When a club has consecutive teams in SEMI FINAL AND GRAND FINAL MATCHES a maximum of 2 players may be downgraded from the higher grade team to the next lower grade team without approval.

    [M]Any player who by virtue of paragraph [L] is eligible to play in a Semi Final Match, and does play, shall automatically become ineligible to participate in the Finals Match should the Club’s team in the higher Grade be eliminated from the Final.
    15.13.5 Any player downgraded as in Regulation 15.13.4 for a SEMI FINAL MATCH will become ineligible for the GRAND FINAL MATCH if the higher grade team is eliminated.
