SO FAR...
  • The QSDCA Playing regulations were rewritten in 2015/2016 and reviewed in 2017.
  • A set of Playing regulations for Sunday 50 Over Competition was developed in 2017.
  • A minor review of the Super 20 Kookaburra Cup Playing Regulations was also completed in 2017.
  • In 2018, a new version of Super 20 regulations was made and regulations for all 3 QSDCA competitions were published together for the first time.

23. Replacements for Players Called to Rep Cricket

This is a straightforward update of 7.12 which has come out of work done to make 7.14 and 7.16 happen.

The regulation is improved by adding structure and detailed procedure.



OLD REGULATION PROPOSED NEW WORDING
REPLACEMENT PLAYERS RESULTING FROM REPRESENTATIVE COMMITMENTS 7.12 REPLACEMENT PLAYERS RESULTING FROM REPRESENTATIVE DUTIES

Preamble: It is expected that in any situation where representative commitments are likely but unannounced that replacements will be arranged under Regulation 7.11 rather than rely on this Regulation 7.12.
Copied from 7.14 (Numbers to change according to results of other Motions) 7.12.1 This regulation applies in addition to and not in substitution for Regulations 7.11, 7.14 and 7.16
What Is Allowed
7.12 If a player named on the team list becomes unavailable during the match because of a representative cricket duty, that player may be replaced. 7.12.2 If a player named on the team list becomes unavailable during the match because of an unexpected representative cricket duty that player may be replaced subject to the following regulations. 



QUALIFICATION CONDITIONS FOR REPLACEMENT PLAYER
7.12.1 The replacement player must be: 7.12.3 The Replacement Player must be:
7.12.1.2 Named in the Team List (except in a case of 7.12.3 below). 7.12.3.1 Named in the Team List (except in a case of 7.12.6 below).

7.12.2 Should a representative match be scheduled for the second day of a club match and no representative team has been announced, a team that includes players who may be displaced as a result of that representative match, will, immediately prior to the commencement of the club match, nominate a replacement player or players in the likelihood the team will be affected by the displacements of players due to representative commitments. deleted as wordy and redundant see 7.12.2 and new Preamble


7.12.3 Where a replaced player is injured and is unable to play on a subsequent day of play, a nominated replacement may continue to play instead subject to that club notifying the President of the Association and the Secretary or Captain of the opposing club prior to 12.00 noon on the Friday prior to the relevant day’s play. 7.12.6 If any Replacement Player becomes injured and so is unable to play on a subsequent day of play, a different player may be nominated as a replacement subject to the deadline in Regulation 7.12.5.
7.12.4 It will not be necessary to comply with Regulation 4 for approval to downgrade a player in circumstances to which this Regulation applies save that any player may only be downgraded by one grade within that club at any one time. deleted as wordy and redundant see modified Reg 7.12.3.3



PROCEDURE FOR REPRESENTATIVE DUTY REPLACEMENT
Copied from 7.14 7.12.4 The Replacement Player's Club Secretary will make a written request detailing the circumstances of the representative duties. Note that a verbal request is not sufficient.
Copied from 7.14 7.12.5 The Replacement Player's Club Secretary will notify the Association Secretary and the opposing team Secretary of the Representative player's name(s) and the Representative Replacement player's name(s) no later than 10am on the morning before the start of play on the second day of the match.


Copied from 7.14 7.12.7 The Replacement Player's Team Captain will notify the umpire(s) and opposing captain of the names of replacement player(s) before the start of play on the subsequent day of the match.

ALLOWANCES
7.12.5 Regarding eligibility for finals, any replaced or replacement player will be counted as appearing in the whole match in the grade in which the player commenced the match. 7.12.15 Regarding eligibility for finals, any replaced or replacement player will be counted as appearing in the whole match in the grade in which the player commenced the match.
7.12.6 For the purposes of this regulation, “representative duties” will mean state duties (all ages) in either the first or second eleven or duties higher than state duties. 7.12.16 For the purposes of this regulation, “representative duties” will mean -

REPLACEMENTS CAUTION
Copied from 7.14 7.12.17 If any replacement player plays in a match in contravention of Regulation 7.12 the Management Committee may impose on that player's Club a penalty in accordance with Regulation 24.4 and 24.5.

12. New Helmet Regulation Appendix K

2019/20 is meant to be the year that helmets for all batsmen is due.

Qld Cricket's latest advice is that likely there will be a non-mandatory qualification for wearing a batting helmet... Policy ETA is late June

The policy is wear a helmet (nearly) always. There are some options but they will not please everyone.

It seems likely that there will be a considerable (if minority) cohort of those who will always refuse to wear a batting helmet. Most younger players are 'used to' wearing helmets so will simply find it strange that it is even an issue...

Despite what it says about insurance in the CA FAQ (see website above) this issue is not really arguable since Insurance policies are formed on the basis that this policy (among others) is adopted. The current cost of premiums or indeed the availability of coverage cannot be expected to remain if the policy is not adopted.

There is a longer more detailed suggested Playing condition with options such as allowing batters no helmet to slow bowling, and further restrictions for U18 players when fielding and wicketkeeping in certain positions.
 
Any of these options could be incorporated here. But this is likely not going to please anyone who refuses to wear a helmet at all.

Another option that needs consideration is relaxing the drinks rules for batters on hot days (somehow).

I think the Simplified Playing Condition suggested is sufficient for our association. I have adjusted a few things such as numbering, changing 'shall' to 'will', and removing the word 'sanctioned'.
 

OLD REGULATION PROPOSED NEW WORDING
Appendix K PLAYING CONDITION – HELMETS Appendix K PLAYING CONDITION – HELMETS
It is mandatory for junior cricketers (those under 18 years of age) to wear helmets at all times when wicket-keeping up to the stumps or batting, including when they are playing senior cricket.

Notes
1. Parents/guardians, coaches and team officials need to ensure that this playing condition is adhered to.
2. This includes when junior batters are facing slow bowling.
3. Association administrators, club coaches, team managers, parents and other volunteers are also encouraged to consider the use of helmets for junior wicket-keepers ‘standing-back’ if there are concerns about the skill level of the wicket-keeper, bowlers and fielders.
4. Cricket Australia strongly recommends that all senior cricketers wear a helmet when batting, wicket-keeping or fielding in close (or in a zero reaction time position). In elite cricket a zero reaction time position is considered any position within 7 metres of the batter except any position behind square on the off side – therefore if fielding at silly mid-off or short-leg it is recommended that you wear a helmet, whereas helmets may not be necessary if fielding at gully or (regulation) slip to a spinner.
5. At the commencement of the 2019-2020 cricket season, all community cricketers (whether junior or senior) will be required to wear British Standard BS7928:2013 compliant helmets at all times when batting, wicket keeping up to the stumps and fielding in close. More guidance will be provided in due course. A list of helmets suitable for Men’s, Women’s and junior cricket is maintained and regularly updated at www.ecb.co.uk/information/ecb-and-pca-guidance-head-protectorshelmets.
6. Cricket Australia provides further information on junior format requirements relating to restrictions on fielding in close in their playing policies and guidelines.
7. Cricket Australia provides further information on recommended protective gear for Umpires in their playing policies and guidelines.

In all QSDCA Association sanctioned competitions and training sessions the following regulations must be adhered to:

Batting
1. A batter must wear a British Standard 7928:2013 compliant helmet at all times when batting.

Wicketkeeping
2. A wicketkeeper must wear a British Standard 7928:2013 compliant helmet at all times when keeping up to the stumps.

Fielding
3.A fielder must wear a British Standard 7928:2013 compliant helmet at all times when fielding in a position closer than seven (7) metres from the batter’s position on the popping crease on a middle stump line, with the exception of any fielding position behind square of the wicket on the off side.

Responsibility
4. The match umpires shall will be responsible for ensuring that a helmet is worn when required but shall will not be responsible for ensuring that the helmet worn by any player is compliant with British Standard 7928:2013.

5. In a match with Association appointed umpires, the umpires shall will not allow the match to continue during any period in which any batter, wicket keeper standing up to the stumps or fielder within the prescribed area fails to wear a helmet.

6. In a match without Association appointed umpires, the captains of both batting and bowling teams are responsible for compliance of these clauses.

7. The captains of both batting and bowling teams shall will not permit the match to continue during any period in which any batter, wicketkeeper standing up to the stumps or fielder within the prescribed area fails to wear a helmet.

8. Helmets should be replaced immediately in accordance with the manufacturer’s recommendation following a significant impact.

24. Replacements for Player called to Grade cricket

 OK OK FORGET ALL THAT !!!

Here's a fresh start.


This has been neither simple or easy.

I think I was asked to modify Reg 7.12 to allow a grade player call up replacement. On reflection that was not a good approach.

Regs 7.12 and 7.13 are dense and hard to follow rules that hardly ever get used. They are not simple and never have been. They are contradictory and have numerous exception clauses which are difficult to understand or explain. In short they are headaches and I hate them... Luckily they are usually ignored.


Why don't we just go around this problem with A NEW REGULATION ?

So scrub all that and start over.... Luckily the new structure makes it relatively easy to copy out and modify.

Note t​his Regulations has a structure of

Perhaps a good question to consider here is how to make this SHORTER?

7.16 REPLACEMENT PLAYERS RESULTING FROM PROMOTION TO PREMIER CRICKET
(7.11 is 3 replacements, 7.12 allows replacements for rep duty call up, 7.13 is replacement for rep players who get injured, 7.14 is proposed for serious injury replacement, 7.15 is the Sunday super sub reg)

7.16.1 This regulation applies in addition to and not in substitution for Regulations 7.11,  7.12, 7.13, and 7.14
(Numbers may change to reflect result of other proposals.)

7.16.2 If a player named on the team list becomes unavailable during the match because of an unexpected Premier Cricket duty that player may be replaced subject to the following regulations.
(This is meant to be a clear statement of what is allowed and under what circumstance.)


QUALIFICATION CONDITIONS FOR REPLACEMENT PLAYER
(this is the rules for finding a replacement)

7.16.3 The Replacement Player must be:

7.16.3.1 Named in the Team List.
(Adding a name to the replacement player column in is technically a breach of Regulation 7.7 but I assume we will allow it for this...)

7.16.3.2 Subject to the conditions in 7.11.5, 7.11.6,  7.11.7
(The usual: has to continue the replaced guy's innings/over, can't bat if he's already out etc etc)

7.16.3.3 Graded no higher than one grade higher within their club without Management Committee permission. See Regulation 4.6.2.
(This condition is copied  from 7.12. It could be simpler or even scrapped since most of the time this regulation will apply for players in a Subbies A team where there is no 'higher grade'.)

7.16.3.4 Nominated as a substitute fielder only if they do not meet any of these criteria. See Law 24 (2017 Code)
(This emphasizes the replacement vs substitute issue which other 7 regs also mention.)


PROCEDURE FOR PREMIER CRICKET DUTY REPLACEMENT
7.16.4 Upon receipt of a request from a Premier Cricket Club for transfer of a promoted player, the Replacement Player's Club Secretary will make a written request detailing the circumstances of the Premier Cricket duties including the Replaced player's name(s) and the Replacement player's name(s). Note that a verbal request is not sufficient.
(Wordy but what we're basically saying is "if the call up comes then the Subbies club makes a written request (NOT verbal)". No questions, no conditions to meet, if the Premier Club says so then it's up to the Subbies club secretary to do the work.... This is not a free for all because of the conditions in 7.16.16.2 and 7.16.16.3 )

7.16.5 The Replacement Player's Club Secretary will forward the written request to the Association Secretary and the opposing team Secretary no later than 1 HOUR before the start of play on the second day of the match.
(The deadline for this is specified very close to start of play. Bruce has said this is practical. (Tell me if I'm wrong!!) This compares to deadlines of 9am Friday before in similar Premier Cricket regulations.)

7.16.6 The Replacement Player's Team Captain will notify the umpire(s) and opposing captain of the names of replacement player(s) before the start of play on the subsequent day of the match.
(Probably should tell the scorers too but let's assume they will... maybe both copies of the team list should be altered too?)

7.16.7 If any selected for Replacement Player becomes injured and is unable to play on a subsequent day of play, a different player may be nominated as a replacement subject to the deadline in Regulation 7.16.5.
(This is meant to allow for last minute changes of substitute. If the call up thing is sorted out on a Wednesday and then the replacement guy drops out... Subbies teams can still do something about it.)

7.16.8 to 7.16.13 Nil
(This is here to line up with other replacement regulations. I'm just being nerdy here, change it how you want...)

7.16.14 Consequential vacancies in lower grade teams must be filled in accordance with Regulation 7.16.3 and 7.16.4.
(This allows the procedure to be repeated in other grades... that is Subbies B and C)


ALLOWANCES
7.16.15 Regarding eligibility for finals, any replaced or replacement player will be counted as appearing in the whole match in the grade in which the player commenced the match.
(So both the replaced player and the Replacement score one appearance each toward finals qualification.)

7.16.16 For the purposes of this regulation, Premier Cricket duties will mean :

7.16.16.1 Nil

7.16.16.2 Premier Cricket duties where the player is a member of a club with other teams in Premier Cricket

7.16.16.3 Premier Cricket duties where the player is a member of a Premier Cricket club playing with a club with a written player exchange agreement with a club in Premier Cricket.
(This becomes a limitation to allow this ONLY for clubs who have other teams in Premier Cricket... (eg. Valleys, Western Subs, Wynnum) or clubs with player exchange agreements (eg. Stafford and Norths, Indooroopilly and Uni, Taringa and Wests). I am hopeful this will encourage some other Subbies clubs to seek player exchange agreements... Bracken Ridge and Sandgate, Souths Juniors and Souths, Wellington Point and Redlands etc)


REPLACEMENTS CAUTION
7.16.17 If any replacement player plays in a match in contravention of Regulation 7.16 the Management Committee may impose on that player's Club a penalty in accordance with Regulation 24.4 and 24.5.
(This is a cut and paste of a clause added to several other regs this year (e.g. Reg 3 and Reg 5) which amounts if you break this rule, then we gonna go ya...)

The aim of this new clause is to allow a replacement player for any player who might be called to a Premier Cricket (or Grade) match between weeks.

Surprisingly the provisions of Regulation 7.12 do not already allow replacements for players called to Premier Cricket Matches.

7.12.16.2 and 7.12.16.3 are added to allow both situations where this is possible: for clubs with both Premier and Subbies teams and for Subbies clubs with player exchange agreements with Premier clubs.

This is considered likely to be a very unusual situation. No known calls for this have occurred recently.

But in the interests of fostering greater co-operation with Premier Cricket it is not considered a significant concession to allow it.

Both Reg 7.12 and 7.13 have been rewritten so that

Secretary will notify the Association Secretary and the opposing team Secretary of the Representative player's name(s) and the Replacement player's name(s) no later than 1 HOUR before the start of play on the second day of the match.




7.12.3 Where a replaced player is injured and is unable to play on a subsequent day of play, a nominated replacement may continue to play instead subject to that club notifying the President of the Association and the Secretary or Captain of the opposing club prior to 12.00 noon on the Friday prior to the relevant day’s play.

7.13.1 This regulation applies in addition to and not in substitution for Regulations 7.11, 7.12, and 7.14.
7.13 If a player named on the team list becomes unavailable during the match because of injuries sustained in a representative match, that player may be replaced.
