16. Make Some Tweaks to the Team List Regulations

These changes are aimed at achieving these goals.
  • Use of full legal names (forename and surname), and/or same name as in MyCricket.
  • Add sufficient regulation that makes it clear that players named on team list must be registered as in Reg 3, and cleared as in Reg 5 before the game. (Some people don't seem to understand this right now... Most do this scrupulously but there is a certain element of teams and captains who are either careless or cavalier or both who need encouragement to do this better.) 
  • Adjust age column on the form to say 'Age Groups ' as in new underage bowling code. I'm not convinced this is necessary. Changing the Team List books means dumping the stockpile of  existing Team List books. This is both expensive and wasteful. So no change needed.
To increase the awareness and understanding of the need for Registration and Clearance I recommend adding a clause similar to the previous Regulation 3.7 to Regulation 5 and some rewording of other parts of Regulation 5.
  • The new title for Regulation 5 and the repeated use of the word "clearance" makes it clear that it's about clearance. 
  • Regulation 5.3 was a confusing regulation that appears to ban players from other associations joining Subbies clubs without clearance. This is actually covered by Regulation 5.1 so it can be deleted.
  • 5.4 spells out what the clearance actually means. 
  • 5.5 warns clubs, teams, captains and players of the penalties. The available penalties are spelled out in Regulation 24.
This much improves Regulation 5.

7. THE TEAM LIST

Preamble: The Team List is a very important part of a competitive cricket match. Both Team Captains are responsible for ensuring that the Team List is completed with all replacement players correctly and fully named before the match begins. The Team List must not be altered after the toss. Teams risk loss of points or disqualification for failing to comply with this regulation.  No change                          
7.1 The Team list means a written list of all players eligible to bat and bowl in the match showing all replaced players and the players who replaced them on day 2. No change                                          


7.2 Players will be listed on the Team List with their full legal name as shown in registration records.


7.2.1 This means no use of initials or familiar names.


7.2.2 Players named on the Team List must be registered as in Regulation 3 and have clearance as in Regulation 5 before the start of play.

5. PLAYERS CHANGING CLUBS 5. CLEARANCES FOR PLAYERS CHANGING CLUBS
5.1 No player will be able to leave one Club and join another during the same season without the consent of the Management Committee. 5.1 No player will be free to leave one Club and join another during the same season without clearance from the first club and the consent of the Management Committee.

From 3. REGISTRATION OF PLAYERS
3.7 If any player plays in a match without being registered in accordance with regulation 3 the Management Committee may impose a penalty of loss of points gained in that match on that player's team.
5.5 If any player plays in a match without clearance in accordance with regulation 5 the Management Committee may impose a penalty in accordance with Regulation 24.4 and 24.5 on that player's team.
