This has the advantages of managing expectations and helps make prompt, consistent decisions. Also it acts as an awareness promotion for those who are otherwise uninformed.
Might be hard. .. but aim is worth it. We must be clear in what we are doing.
Maybe have to offer options for each offence. Fines preferred rather than a points penalty...
Common ones are:
* Playing unregistered player,
* playing players for other clubs without clearance,
* playing a second grader in a semi,
* playing a player not named or incorrectly named on team list,
* not applying for permission to play in a lower grade (this happens frequently but we just miss it) and there are more.
Rather than a Playing Regulation this might be more appropriately handled by a "price" list for such penalties. The list would be presented for adoption at the AGM and added to the Fees and Fines list.
So the "price list" will simply be.... (in short) "here's a list of frequent player registration and clearance problems." (see list above). The fines for these will be determined at the AGM.
